Job Purpose
The Finance & Administration Manager is responsible for providing strategic financial leadership and overseeing the Company's finance, administration, procurement, and operational support functions to ensure financial sustainability, operational efficiency, and regulatory compliance.
The role plays a critical part in supporting the growth of the Company's Integrated Facilities Management and Business Services operations by driving financial performance, strengthening internal controls, optimizing costs, and ensuring effective administration across multi-site operations. The Finance & Administration Manager serves as a strategic business partner to the Country Head and Executive Leadership Team and deputises the Country Head in managing business operations, stakeholder engagement, and strategic initiatives whenever required.
Job description
1. Strategic Financial Management
- Develop and implement financial strategies aligned with the Company's business objectives and growth plans.
- Lead the annual budgeting, forecasting, financial planning, and business performance management processes.
- Provide strategic financial advice to the Country Head and senior management on business performance, profitability, investments, and growth opportunities.
- Drive financial sustainability by improving operational efficiency, profitability, and cash flow management.
- Develop financial models to support pricing, new business opportunities, capital investments, and expansion initiatives.
- Support commercial decision-making by providing financial analysis for tenders, contracts, and client proposals.
- Participate in strategic planning and business development initiatives.
2. Financial Control & Reporting
- Ensure accurate and timely preparation of monthly, quarterly, and annual management accounts.
- Prepare statutory financial statements in accordance with applicable accounting standards.
- Present financial performance reports, budgets, forecasts, and key financial indicators to the Country Head and Board.
- Monitor revenue, profitability, working capital, and operational costs across all business units.
- Analyse financial performance and recommend corrective actions where necessary.
- Maintain robust financial reporting systems that provide timely management information.
3. Budgeting, Cost Management & Profitability
- Coordinate preparation and consolidation of departmental budgets.
- Monitor budget performance and ensure effective budgetary control.
- Drive cost optimization initiatives without compromising service quality.
- Monitor project and contract profitability.
- Evaluate operational expenditure and identify opportunities for cost savings.
- Ensure financial discipline across all departments.
4. Treasury, Cash Flow & Working Capital Management
- Manage cash flow forecasting and liquidity requirements.
- Monitor debtor collections and creditor payments.
- Ensure effective working capital management.
- Oversee banking relationships and financing arrangements.
- Ensure timely payment of suppliers, employees, and statutory obligations.
5. Procurement, Contracts & Administration
- Oversee procurement processes to ensure value for money, transparency, and compliance with company policies.
- Review and approve supplier evaluations, purchase requisitions, and procurement plans.
- Manage supplier and service provider relationships.
- Oversee contract administration and monitor supplier performance.
- Lead office administration, facilities, logistics, fleet coordination, and asset management.
- Ensure effective records management and document control systems.
6. Governance, Risk & Compliance
- Ensure compliance with Ugandan tax laws, accounting standards, labour legislation, procurement regulations, and other statutory requirements.
- Oversee timely preparation and submission of tax returns, statutory deductions, and regulatory reports.
- Strengthen internal controls and financial governance frameworks.
- Coordinate internal and external audits and ensure timely implementation of audit recommendations.
- Identify financial and operational risks and implement mitigation measures.
- Ensure compliance with Group financial policies and reporting standards.
7. Business Operations Support
- Partner with Operations to monitor contract profitability and operational efficiency.
- Support costing and pricing of Integrated Facilities Management contracts.
- Review operational financial performance across multiple client sites.
- Support mobilization of new contracts through financial planning and resource allocation.
- Monitor key operational performance indicators from a financial perspective.
8. Leadership & People Management
- Provide leadership, coaching, and performance management to Finance and Administration teams.
- Build a culture of accountability, collaboration, and continuous improvement.
- Develop staff capabilities through coaching, mentoring, and training.
- Promote high ethical standards and professional conduct within the department.
- Drive succession planning and talent development.
9. Deputy Country Head Responsibilities
- Deputise for the Country Head during periods of absence.
- Represent the Company in meetings with clients, regulators, financial institutions, suppliers, and government agencies.
- Support execution of strategic business initiatives.
- Participate in Executive Management meetings and decision-making.
- Coordinate cross-functional business activities to ensure operational continuity.
- Support implementation of regional and Group strategic objectives.
Requirements
Education
- Bachelor's Degree in Finance, Accounting, Commerce, Business Administration, Economics, or a related discipline.
Professional Qualifications
- CPA (Uganda), ACCA, or an equivalent internationally recognized professional accounting qualification is mandatory.
- Membership with the Institute of Certified Public Accountants of Uganda (ICPAU) is highly desirable.
- MBA or Master's Degree in Finance, Business Administration, or Strategic Management is an added advantage.
Experience
- Minimum 5 years' progressive experience in Finance and Administration, with at least 3 years in a senior management role.
- Experience within Integrated Facilities Management, Property Management, Business Support Services, Outsourcing, Hospitality, Engineering Services, Construction, Security Services, or other multi-site service industries is highly preferred.
- Demonstrated experience managing financial operations for a service-based organization with multiple client contracts.
- Strong experience in budgeting, forecasting, financial reporting, procurement, administration, internal controls, and audit management.
- Experience supporting executive leadership with strategic financial planning and business decision-making.
