Role Summary
German Doctors is searching for a Country Representative in Uganda to act as the key focal point between German Doctors Bonn (Head Quarter) and its Ugandan partner organisations: fostering smooth cooperation, ensuring high quality project implementation, and identifying opportunities for strategic programme development.
ABOUT GERMAN DOCTORS
German Doctors e.V. is a German non-profit, non-governmental and non-religious organisation supporting development projects in countries of the Global South. Its work focuses mainly on the health sector, including Primary Health Care initiatives and provision of basic medical treatment, strengthening of health systems, supporting SRHR and awareness raising activities, as well as nutrition and WASH initiatives. German Doctors e.V. believes in a rights-based approach and in strengthening local systems and organisations. In Uganda, German Doctors is currently engaged in projects in East Uganda (Butebo, Bukedea, Budaka, Mbale and Mbale City Districts) and in Isingiro District, in the Nakivale Refugee Settlement.
Job description
Communication
· Serve as the primary liaison between the German Doctors head office in Bonn and the partner organisations in Uganda (currently 2 partner organisations).
· Hold close cooperation and regular (monthly) meetings with project coordinators for all projects, and regular online meetings with project officers in Bonn.
· Support project visits by Head Quarter staff and external donors.
· Represent German Doctors' interests, values and programmatic priorities before partner organisations and other stakeholders (government institutions, possible funding partners, NGOs/CSOs, international stakeholders, e.g. the European Union) to promote the organisation's programmes and visibility.
· Build and maintain strong, collaborative relationships with local partner organisations.
Project Development, including Compliance and Risk Management
· Support the continued development of existing projects.
· Ensure and support Ugandan partners in developing innovative and strategic project proposals, including gathering information for concepts and proposals.
· Coordinate current and future projects with different donors, seeking opportunities to expand and deepen relationships in both development and humanitarian aid contexts (e.g. ECHO).
· Support the development of country documents, reports, proposals, etc.
· Drive and implement cross-cutting issues in the projects in Uganda (Safeguarding, Child Protection, Anti-Corruption, Gender Equality and others).
· Give workshops / capacity sharing sessions to partner organisations.
· Identify, assess and monitor operational, financial, compliance, safeguarding and reputational risks and ensure appropriate mitigation measures in coordination with the head office and partner organisations.
Establishment of Projects in Uganda
· Initiate needs assessments, stakeholder analyses and partner assessments to establish new projects in Uganda, and develop and establish them together with selected partner organisations.
· Identify and pursue fundraising opportunities in Uganda.
· Develop reliable networks with governmental bodies and non-governmental organisations.
· Keep the head office in Bonn updated on new and ongoing programmes and develop possibilities for new cooperation with different stakeholders (government, other organisations, private sector).
· Take part in strategic discussions, facilitated by German Doctors Bonn, on a future strategy and sustainable approach for German Doctors' work in Uganda.
Supervision and Monitoring, including Financial Management
· Provide supervision and ensure compliance, including monitoring of finances in existing projects, in accordance with the guidelines of private and governmental donors.
· Develop and maintain a system of monitoring and evaluation of project activities and outcomes.
· Undertake regular supervision trips on site - covering the current six remote project districts and future project areas at least one per month and in urgent cases.
· Conduct patient satisfaction surveys and evaluations in existing projects in cooperation with external consultants / partner organisations.
Documentation and Reporting
· Develop a system of regular reporting by partners on their activities.
· Collect and analyse data regularly, and improve data use and data verification.
· Compile reports submitted by partners and submit them to the German Doctors head quarter in Bonn.
Requirements
· University degree; Master's degree preferred in health management, global and/or public health, health administration, project management, international development or a related field.
· At least five years' experience in development cooperation in a senior leadership position, with responsibility for:
· Managing donor-funded projects / programmes
· Project coordination
· Monitoring and controlling of finances
· Monitoring & Evaluation / data management
· Intercultural cooperation
· Experience in the medical sector is an asset.
· Adherence to the highest standards of integrity and professional behaviour at all times.
· Experience in networking and cooperation with government and non-governmental stakeholders.
· Strong written and verbal communication skills: a credible, culturally sensitive communicator able to work with a wide variety of people and partners from different cultural backgrounds.
· Able to travel up to 40% of the time to remote field locations.
· Proficiency in English, written and spoken, with good presentation skills.
· Advanced computer skills (Word, Excel, internet).
